The supremacy of an organization is determined by its ability to continuously improve each and every process that governs its daily activities, all of which is linked to the changes occurring in society, which require the constant preparation and training of its members. Therefore, union leaders must be well-informed and up-to-date for the work they perform in each workplace. However, how can this knowledge-action connection be achieved if a plan is not conceived, aligned with the needs of each management level and competency, to achieve the expected results? It is the responsibility of the union organization to conduct a diagnosis in order to establish a strategic plan that leads to the improvement of the pedagogical training of union cadres, and to provide them with information, collaboration, and support for their effective performance. This is the responsibility of national leaders. Therefore, we will present some ideas to achieve the desired objective: strengthening the scientific management of union cadres in educational institutions, in accordance with the policy of the Science, Technology, and Innovation System. The general approach used was the dialectical-materialist approach, along with theoretical and empirical methods such as: analytical-synthetic, inductive-deductive, historical-logical, and observation, in addition to bibliographical research, to study other experiences that allowed for a deeper understanding of the scientific management of professional union cadres.
